Determining Response Rate

In determining the response rate for a mail survey, is it necessary to take into consideration the uncontacted population? (if known).

For example, if I know that the total population is 25000, mailed 15000 and then received 5000, wouldn't my response rate be about 33%? I know that the undeliverables and unusables are subtracted from the mail out number (in the above example, we are assuming that there are no undeliverables or unusables).
