In my experience, which includes primary resarch where we have all but eliminated non-response, as well as ones where non-response could be a factor, and on occassion performed both with the same or nearly identical instrument and/or method, we have found non-response only to be a significant factor in the testing of markets where a group or organizational decision is involved. From this, it is my belief that non-response is not a factor in most consumer research, but would appear to be a significant factor in most business to business research.
Of course, this assumes that you start with a good base of respondents in the first place.
