Paul Curran's comments basically reflect my thinking. Almost all the cost of online survey is setting up the survey and acquisition.
Most of your points I would not screen out the people but would tab on the back-end -- otherwise you don't know what you're missing. Of course there are cases where R's are not qualified to answer particular questions -- Routine does not mean always, in fact, I think it implies irregular cases exist.
This has been my experience with online screeners. Ninety percent plus of the time a client asks for upfront screener, it's not to screen out unqualified R's but to try to focus on ones they a priori think are of greater interest.
Here's an example ... I'm doing a study of the effect of a automotive sponsorship of a web site. Certainly licensed drivers are of greater interest than non-drivers, but that doesn't mean that non-drivers can't have be affected by the sponsorship. Maybe they are affected the same as drivers, maybe differently ... I don't know, but by collecting data from both groups I'd be able to tell you after the analysis.
BTW--The client vetoed my suggestion -- we're going to screen so the results will match up with offline phone interviews :)
