StatPac does plain text e-mail surveys. It uses brackets [ ] to show respondents where to answer. When the respondent replies, StatPac reads their e-mail looking for the brackets and placing the data in a fixed format sequential ascii file. It also looks at question numbers to keep things in sync in case a respondent accidently deletes a bracket. As long as your survey isn't too complex, this should work well for you.
