I found what I need, for the most part, at SPSS's website (figures - I use Quantum/Quancept and the utility I need was right there at their website).
It's called Trial Run. You can check it out at the link I'll put below.
It ends up that our IS Manager is actually *programming* his own rotation creation utility, so I guess I have to sit-n-wait and see what he comes up with...
