If I understand correctly, you are trying to make sure each concept/product is tested by the same number of 18-34 year old males, for example. Is order (of presentation) bias an issue?

This sounds like the same issue faced in selecting specific sets of features to use in "whole concept" trade-off (or conjoint) designs. Trade-off uses orthogonal designs to select the combinations of features. The first objective is to make sure each level of an attribute appears the same number of times.

Since I do not own any conjoint software I don't know if they provide a utility for selecting the levels for each concept. If so, that might provide a solution for you.
