"Rotation" creating utility..? Where?

I'm in need of a utility to create (using the wrong terminology, most likely) a "rotation". A simple example would be:

300 respondents (numbered 1-300) is the baseline
50/50 male/female
75/25 18-34 & 35-54 per gender
3x5 product rotation (or 3x3, or 2x5, etc)
Product numbers 123, 456, 789, 135, 246

The outputed result (text, excel, whatever!) would be along the lines of the following:

0001 Male 18-34 123 456 789
0002 Male 35-54 456 135 246
0003 Female 18-34 789 246 123
etc...

Having a tool that would create the rotation/quota breakouts would be *very* useful to me and the company I work with. I'm tempted to work this up myself in MS Excel, but don't want to spend the time debugging (and finding a glitch at an inopportune time) it.
