It is cause and effect, not equivalency. A non response error can result in bias, skew, or the results could be dead on. The point is that because of the presence of a Type I error, you can't be sure, and have little or no way to find out.
This was the whole point of the Litereary Digest Poll. The error was present in all previous tests as well. And since we are nit-picking, I wonder whether in this specific example the error result was truly bias which is a consistent or straight deviation versus skew, a pattern or curved deviation.
AS a note, in 1968 I heard Alf Landon speak in Manhattan, Kansas. He was on the ballot, (at least in Kansas) that year, too. AS I recall, that was the first year I voted. I think it was for Gene McCarthy.
